Binh Duong Provincial Bar Association Successfully Organized the Ninth Congress, 2024-2029 Term, with Lawyer Membership Increasing 1.7 Times Compared to the Previous Term

On February 14, 2025, at the Becamex Hotel New City, Binh Duong New City, the Binh Duong Provincial Bar Association (PBA) successfully organized its Ninth Congress for the 2024–2029 term.

Attending the Congress, representing the Ministry of Justice, was Ms. Dang Kim Hoa, Deputy Director of the Department of Judicial Assistance (Ministry of Justice); representing the Vietnam Bar Federation, were Mr. Le Hong Nguyen, Member of the Standing Committee and Head of the Vietnam Bar Federation Representative Office in Ho Chi Minh City, Lawyer Nguyen The Phong – Member of the Standing Committee and Chair of the Commendation and Discipline Committee, Lawyer Nguyen Thi Hong Tham – Member of the Standing Committee and Vice Chair of the Commendation and Discipline Committee, along with representatives from the Steering Committees of Bar Associations in several provinces and cities nationwide. Representing Binh Duong Province were Ms. Nguyen Thi My Hang, Head of the Provincial Party Committee's Internal Affairs Commission; Ms. Nguyen Anh Hoa, Director of the Provincial Department of Justice, leaders of the Provincial Court, Procuracy, Police, Provincial Civil Judgment Enforcement Department, and leaders of various provincial departments, agencies, and mass organizations.

 

 

Over the past term, the legal practice organizations affiliated with the Binh Duong PBA were consolidated and developed in both quantity and quality. As of December 31, 2024, the PBA had a total of 281 member lawyers, an increase of 1.7 times compared to the plan. These lawyers operate within 86 legal practice organizations, and 11 lawyers practice as individuals. The increase in the number of lawyers and legal practice organizations has broadened the scope of lawyers’ activities across the province. Legal practice organizations or their branches/transaction offices are now present in every district-level administrative unit, increasingly meeting the demand for legal services.

During the Eighth Term (2019-2024), the Provincial Bar Association made significant contributions to the work of protecting lawyers' rights, resolving complaints, denunciations, and commendations related to lawyers; the work of political and ideological education, professional training, practice skills enhancement, and training on the code of ethics and professional conduct for lawyers. The PBA successfully coordinated with relevant agencies in providing free legal aid to defendants, accused persons, and victims in criminal cases. Lawyers successfully carried out 800 mandatory criminal cases as requested by prosecuting authorities. The Provincial Bar Association actively participated in law-making, legal dissemination and education, and local legal aid.

The legal practice activities of Binh Duong provincial lawyers contribute to ensuring the realization of human rights and citizens’ rights, particularly the right to legal protection as stipulated by the Constitution and laws. Through advocacy in criminal, administrative, civil, business, commercial, family, and labor cases, Binh Duong lawyers assist agencies, organizations, and individuals in the province in exercising their rights, particularly ensuring the right to defense for the accused/defendants and the right to protection of the legitimate interests of the litigants, as stipulated in Article 103 of the Constitution.

Furthermore, through legal consultation and dissemination activities, Binh Duong lawyers help agencies, organizations, and individuals in the province grasp legal regulations, understand their rights and obligations when participating in civil, economic, commercial, labor, and family relations. This enables them to take preventative measures against risks, limit disputes, and contribute to the stability of the socio-economic situation. Investment, business, and commercial consulting activities, including long-term consultation for enterprises in the province, help businesses feel secure in their production and business operations and maintain confidence in the province’s investment environment.

The Congress proceeded to elect the Steering Committee for the Ninth Term (2024–2029) with 9 members; elected the Commendation and Discipline Council with 7 members; and elected 4 official delegates and 3 alternate delegates to attend the Fourth National Bar Federation Congress.

Speaking at the Congress, leaders from the Ministry of Justice, the Vietnam Bar Federation, and the Binh Duong Provincial People's Committee acknowledged the contributions of the Provincial Bar Association during the past term, and simultaneously expressed the hope that in the new term, the Binh Duong PBA would continue to overcome limitations and further promote the achieved results.

On this occasion, representatives from the provincial leadership, the leadership of the Vietnam Bar Federation, and the Binh Duong Provincial Bar Association presented certificates of merit and commendation for the collectives and individuals who have made significant contributions to the development of the Association over the past period.
